Uttar Pradesh is the most populous state in India. The UP Pro-Poor Tourism Development Project with an outlay of US$ 300 million is implemented by the Government of Uttar Pradesh with technical and financial assistance from the World Bank. The Project aims to exploit the immense tourism potential of UP for the benefit of the local community. MaGC was engaged by the Department of Tourism, Government of UP, for preparing an Operations Manual, Financial Management Manual and Procurement Manual for the Project.
The MaGC team obtained a preliminary understanding of the project structure, its objective, and the various rules and guidelines governing project execution and management. The policies and procedures were brought out in the three manuals in an easy to follow form. The manuals underwent multiple rounds of discussions with all stakeholders before finalization.
Implementing an externally aided project was a first-time experience for the Department of Tourism. Therefore, the reliance on the manuals for guidance in day to day project execution and management was high. The manuals served the intended purpose.
