The assignment involved preparation of a comprehensive Capacity Enhancement Plan (CEP) for three model cities in Tamil Nadu under the Tamil Nadu Sustainable Urban Development Project (TNSUDP) funded by the World Bank.
MaGC Approach and Methodology
The assignment required MaGC to combine its expertise in public governance and human resource management areas. The methodology involved understanding the existing organisation structure, roles and responsibilities of the staff, internal processes relating to training and development and service rules. A desk review was done for understanding best practices followed in urban local bodies in India and abroad. A gap analysis was conducted.
A detailed Capacity Enhancement Plan comprising organizational structure, job descriptions, process improvements, staffing norms, training plan, and recommendation on changes in Service Rules was submitted along with a roadmap for implementation, which provided an action plan for process and capacity improvements. The CEP provided valuable inputs for undertaking municipal staffing reforms across municipalities in the state.
