The State Government of Karnataka, India constituted an Expert Committee for restructuring the Bruhat Bengaluru Mahanagara Palike (BBMP), the local government of Bengaluru, one of the largest cities in India with a population close to 10 million. MaGC™ undertook an Activity Mapping (AcMap) exercise for the Expert Committee covering BBMP and other civic agencies in Bengaluru. The AcMap exercise involved developing a framework for activity mapping, listing activities performed by different civic agencies and identifying the decentralized levels at which each activity is best performed for effective governance.
MaGC™ Approach and Methodology
The AcMap methodology involved the following steps:Developing the AcMap framework-the parameters for mapping various activity dimensions;
Identifying the basic needs of a citizen of Bengaluru that the civic agencies are expected to fulfil;
Listing of activities for various Agencies/ Sub-agencies;
Running each activity through six pre-defined criteria and identifying the level at which various dimensions of the activity are best performed;
Discussion of the AcMap with various stakeholders and finalization.
MaGC™ delivered a comprehensive AcMap spreadsheet comprising of detailed mapping of around 700 different civic activities at various administrative levels together with an Analytical Note on the Activity Mapping. The Activity Mapping helped in aligning the administrative, legal, spatial, financial and citizen centric aspects of BBMP restructuring. It provided the basis for all further actions of the State Government with regard to the BBMP restructuring.
