Preparation of a database of budgets of Municipal Corporations in India

The Assignment
Preparation of a database by digitizing Municipal Budgets for three financial years of forty-six large and medium Urban Local Bodies across India.

MaGC Approach and Methodology
Lack of uniformity amongst the source documents posed a major challenge. The methodology involved collection of budget documents, indexing them and analysis in order to identify data gaps and arrive at a common taxonomy/template for data digitization. This was followed by training to the data digitization team on data entry conventions and quality control. Quality checks such as control total checks, review by team leader, generation of accuracy repots, and reconciliation procedures were established.

The Output
The output was a Database of Municipal Budgets of forty-six large and medium Urban Local Bodies for three financial years. The database served as a tool for municipal financial analysis for various stakeholders like the government, analysts, researchers, and citizen groups.
